a blue appearance of the skin because of insufficient oxygen within the BLOOD . It is first noticeable on the lips, tips of the ears, cheeks and nails and occurs in HEART FAILURE , lung diseases, ASPHYXIA and in ' BLUE BABIES ' who have CONGENITAL heart defects.
